The Honorable Joseph E. Hagan joined HP Law in 2018 after serving as a Judge for over 30 years and as the Workers’ Compensation Judge Manager for the Southeast District of WCOA for over eight years. Judge Hagan supervised over 30 judges and 35 clerical and administrative personnel during his tenure. He also acted as Interim Judge Manager for the Wilkes-Barre field office (Luzerne County). Judge Hagan was responsible for hiring and evaluating judges, supervisors and clerical employees, as well as managing an active caseload. 

Judge Hagan was responsible for organizing the highly successful and innovative mandatory mediation program from its inception and has conducted both mandatory and voluntary mediations.  Judge Hagan’s innovative and popular program has saved employers millions of dollars in litigation costs. 

Education

Judge Hagan graduated from Villanova University in 1972 and Villanova Law School in 1975. He was a senior authorizer in the VA insurance program from 1975 through 1979 and practiced law from 1975 through the 1990s, primarily in Philadelphia and Delaware Counties. He has served as a Public Defender in Delco and as Chairman of the Planning Commission of Haverford Township, overseeing initial applications including the Quarry Center (Giant) and AllGates (Marriott Quadrangle). He joined HP Law upon retirement from the Department of Labor and Industry in April 2018 and has become an invaluable member of the HP Law team. 

Judge Hagan taught Administrative Law and Public Policy at Manor College in Jenkintown, Neuman University in Aston, Immaculata University and Children’s Hospital of Philadelphia (Nursing and the Law) and has served as a guest speaker at Drexel Law School.
