Elizabeth Crum, Esq. has over 30 years of experience in the PA workers’ compensation system as an attorney, a Workers' Compensation Judge (Judge), Judge Manager, Workers’ Compensation Office of Adjudication (WCOA) Director and Deputy Secretary for the Pa Department of Labor and Industry.   Most recently, she served as a consultant on workers' compensation, mediation processes and procedures, risk management and education, and as a subject matter expert for a company modernizing the computer system for New York State’s workers’ compensation system.  As Director of WCOA, Ms. Crum had management responsibilities for Pennsylvania’s workers’ compensation adjudication system, and its workers' compensation judges, judge managers, and staff located throughout the Commonwealth of Pennsylvania.  For over 10 years, she was Deputy Secretary for Compensation and Insurance with oversight responsibilities for the State Workers’ Compensation Insurance Fund (SWIF), WCOA, the Bureau of Workers’ Compensation (BWC) and the Bureau of Disability Determination (BDD).   As a Judge, she presided over cases in Philadelphia and Harrisburg, and served as WC Judge Manager for the Eastern District of Pennsylvania.  Prior to her appointment as Judge, she began her legal career as an attorney/advisor with the U.S. Department of Labor in Pittsburgh and was an attorney and Chief of the Compliance Division with BWC.

Since 2011, Ms. Crum has been a member of PBI’s course planning team that plans and presents the biennial Pennsylvania Workers’ Compensation Practice & Proce­dure program and writes the manual. She is a frequent lecturer and writer on workers’ compensation top­ics, having served on the faculty of many other PBI, state, and national workers’ compensation educational programs.  She is an IAIABC Workers’ Compensation College and Mediation training faculty member and was a past president and chair of its Dispute Resolution Committee. She is a recipient of the IAIABC’s President’s and Samuel Gompers awards. She is a fellow of the College of Workers’ Compensation Lawyers, an active member of the Pennsylvania Workers’ Com­pensation Conference Planning Committee, the Pennsylvania Bar Association’s Workers’ Compensation Section Council and is the 2016 recipient of PBA’s Irvin Stander Pro­fessionalism Award. Ms. Crum is President of Kids’ Chance of PA, a post-secondary scholarship program for children whose parent is deceased or severely disabled as the result of a work-related injury.
